I can’t afford a macbook but i want a laptop with a webcam and has good quality for under $1000. A brand or specific laptop would be fine, please help!

Almost ALL new laptops have a built in webcams not just Macs.
Go to a computer store and look.It’s standard now to have webcams on laptops!

It is better to get a mac rather than a stupid PC

have a look at dell or IBM (lenovo) laptops they boast alot of features with cheap as chips prices
