I’m not sure exactly what podcasting is what it seems to be a taping of the show put on the internet for download. Are there any that are free? does the local radio station put it on or does the radio show do it directly?

Local radio talk shows are usually free on the station’s site.
National talk shows are never free. You will need to go to the host’s site to sign up for the podcasts.
If you want a AM radio that will record any show for free:
It even has a timer, so it will record while you are away.
