I am planning on attending an event that I would like to broadcast over the internet, but will only have access to a municipal internet connection. Is it possible for me to publish my webcam video to the internet for people to view without having a dedicated router with port forwarding etc?

I want to become a youtuber (as I’m sure everyone does ;D) but I need a good webcam. What it a high quality webcam that is on the market right now? Money is NOT an important detail.
